PLANNING
The Planning Division assists property owners with new construction or remodel projects by processing discretionary applications such as Development Review Permits, Structure Development Permits, Conditional Use Permits, Temporary Use Permits and Variance requests. The Division also administers and implements the City’s General Plan, zoning and subdivision regulations, and develops strategies for long range planning functions.

Accessory Dwelling Units (ADUs)
- If you want to build an ADU, please review the current Accessory Dwelling Unit regulations and the ADU Submittal Process and Basic Requirements Handout.
- Applicants interested in potential financial assistance may review information about the CAL HFA ADU Grant Program.
- If you would like to submit plans for the City's Pre-Approved Accessory Dwelling Unit Program (PADU), please review the PADU Processing Guide.
- To assist the City with state-mandated housing reporting requirements, all ADU applicants are requested to complete and submit the Housing Affordability Tracking Form to Planning@cosb.org. The information provided will help the City better track housing affordability levels and meet state reporting obligations. We appreciate your cooperation and assistance with this effort.
