Clean Energy Alliance (CEA)

Clean Energy Alliance is the default power provider for Solana Beach bringing residents and businesses clean power at competitive rates.

In 2018, the City of Solana Beach implemented Solana Energy Alliance, which was San Diego County's first Community Choice Aggregation.

Based on a feasibility study completed in April 2019, the cities of Carlsbad, Del Mar and Solana Beach partnered in November 2019 to form the Clean Energy Alliance (CEA), a new public entity that will operate a Community Choice Aggregation program to provide alternative energy resources within the communities’ service territories. In December 2021, the City of Escondido and the City of San Marcos joined as CEA’s first new members. In July 2022, CEA expanded into the City of Oceanside and City of Vista.

Solana Beach residents and businesses are now automatically opted into CEA’s 50% renewable energy and 75% carbon-free product. Customers have the option to opt-up to 100% renewable energy or opt-out and return to SDG&E. 

In 2023, the City opted-up all municipal accounts to the 100% renewable energy product.


How does it work?

  1. Clean Energy Alliance purchases power directly from power providers and/or builds energy generation sources.
  2. SDGE&E delivers energy, handles billing and serves customers.
  3. You receive energy at competitive rates.

Current programs

PeakSmart Savers

Clean Energy Alliance’s PeakSmart Savers program offers residential customers the opportunity to save up to 30% on electric generation rates by shifting their energy use during high-demand periods!

This program is available to most CEA residential customers enrolled in eligible time-of-use rates and provides lower on-peak and off-peak rates throughout the year. During PeakSmart Days (up to 18 times per year), participants receive text or email alerts and are encouraged to reduce energy use from 4-9 p.m. Energy used during these hours incurs a Load Reduction Adder of $1.10 per kWh.

Customers who sign up in 2025 receive a 12-month Bill Protection guarantee. If your bill is higher with PeakSmart Savers than it would be outside of the program, CEA will refund the difference. Early enrollment is encouraged.

Solar Plus

 

The Solar Plus program offers homeowners solar panel and battery systems with no up-front costs or credit check. By joining the program, customers can transform their homes into microgrids, resulting in energy independence, reliable power, and long-term savings.

Solar Plus Connect offers solar and battery installation for income-qualified households at discounted rates. This can reduce electricity bills by an estimated 55–65%!

 

Battery Bonus

 

The Battery Bonus program provides eligible residential CEA customers who already have rooftop solar panels with home battery storage systems at no upfront cost and no credit check required. This program is administered by CEA in partnership with Participate.Energy.

Battery Bonus Connect offers a no-cost battery storage system for income-qualified households. This program is available for up to 300 households on a first-come, first-served basis. 

 

CEA's New Incentive Finder Tool

CEA has launched its Incentive Finder Tool, a powerful resource to help CEA customers easily find energy rebates, financial incentives and assistance programs. Customers are encouraged to use the tool now, as some federal tax credit programs are set to expire at the end of the calendar year.

Created in collaboration with Govcentives and available at CEA.Govcentives.com, the user-friendly tool determines the customer’s eligibility for a personalized list of programs and opportunities. It matches eligibility rules with simple customer information such as ZIP code, city, housing status (rent/own), household income, tax filing type and household size. Because it does not ask for personally-identifying information, it protects customer privacy.

The Incentive Finder tool connects CEA customers with:

  • Rebates, tax credits, discounts and financing for a variety of energy-efficient home appliance upgrades
  • Home and transportation energy measures, including electric vehicles, heat pumps and more
  • Bill discount programs to help income-eligible households reduce monthly energy costs
  • Programs from federal, state and local sources all in one convenient place
